The vegetative support (topsoil/vegetation) layer is the uppermost component of a final landfill cover system, placed above the drainage and hydraulic-barrier layers, and its role is both protective and functional rather than purely aesthetic:
Erosion control. Established vegetation roots bind the topsoil against wind and rain erosion, preventing the loss of cover thickness that would otherwise expose the underlying drainage and barrier layers over time.
Evapotranspiration & infiltration control. Plant roots take up soil moisture and release it to the atmosphere via transpiration, reducing the volume of precipitation that reaches (and must be shed by) the barrier layer below — directly lowering leachate generation.
Protection of the underlying barrier layer. The vegetative layer buffers the compacted clay or geomembrane barrier from desiccation cracking (dry-season shrinkage), root intrusion, and freeze-thaw damage, preserving the barrier's low-permeability performance over the facility's long post-closure life.
Surface-water management. A vegetated surface promotes controlled runoff (via the cover's engineered grading) rather than ponding or channelized erosion, working together with the layer's own drainage layer beneath it.
Habitat, aesthetics, and end use. Vegetation supports the site's approved final land use (park, conservation area) and reduces dust and odour nuisance, which is often a condition of the facility's closure approval.
These functions matter over a timescale most cover components are not designed to survive unattended: post-closure monitoring and maintenance periods commonly run 25–30 years or longer, and a vegetative layer that fails (dies back, erodes, or is colonized by deep-rooted invasive species) is the first visible sign of a cover system beginning to under-perform, well before the barrier layer itself shows any measurable change in leachate generation. For that reason, the species selection (shallow, fibrous root systems that will not penetrate the barrier below) and an establishment/maintenance plan are treated as design deliverables in their own right, not an afterthought once the engineered layers are in place.
